The team is lacking depth and also the wingers such as Fati and Dembele are injury prone. Thus make use of the $189m you have and buy some top talents for the club.
4) Paris Saint-Germain ($199.2 million / £163.79 million)

It is surprising how PSG is not number 1 on this list considering how much money they have spent in their history. The record for the highest transfer fee ever is held by PSG, for Neymar, $236m in 2018. In FIFA 23 career mode though, you have less than that.
You do not have to upgrade the attack in any way, as you already have the best players in the world in it. But just like Barcelona, PSG is lacking in depth and the midfield looks shaky too. Thus look for some young talents for your depth and midfielders like Bellingham or Pedri for the CM role.

The Los Blancos are probably the most used club in FIFA 23 due to their immense fan following. There is relatively no active change that is immediately necessary for this team because it is just perfect. The first team, the depth, and everything else are just great.
But if you really want some sure-shot success, you can upgrade the right flank. Rodygo is a great RW option for the future, but his current overall is a bit low compared to his teammates. Same with Carvajal at the RB position due to his age. Thus, you can bring in a young promising RB like Reece James or Hakimi, and a high-rated RW like Mo Salah or Riyadh Mahrez until Rodrygo grows in his overall.
2) Manchester United ($248.84 million / £204.57 million)

Manchester United are the highest spenders in recent years with the least amount of results. They won a trophy in the form of the Carabao Cup after six years. Thus they need a lot of work to do in FIFA 23.
They might have young talent and depth but they need to be trained to be first-team quality. Players like Garnacho, Pellistri, and Malacia are great future options. You have to have first-team depth, especially in the midfield area. Both Casemiro and Eriksen are more than 30, and the next best options are Fred and McTominay. Thus, sign good first-team players who are young, for squad depth.

If it is not PSG at the top, it has to be Man City. The Blue side of Manchester, City is doing great now. They also have probably the most complete squad in world football. Thus there is not much you need to do for the first few seasons of FIFA 23, except for your own wishes.
But after a few seasons, you will need to invest as even though Haaland will be a 95-rated beast, others will get old. De Bruyne, probably the most essential piece in this squad, is already 31. Thus he just has a few good seasons under his spell, but you will probably have enough to buy anyone in the world. Man City is this strong.
