A lot of the gameplay from Horizon Forbidden West is similar to that of the first game. Chainscrape is under Ulvund’s control, and the shopkeepers are forbidden from selling anything to Aloy.
Ulvund, the area’s “leader”, must be approached before any purchases may be made. “Deep Trouble” and “The Bristlebacks” are the two missions you must finish to interact with Ulvund. Afterwhich, he will permit the vendors to converse and offer goods to Aloy.
