When the host decides to share his games from the library, he can do so. To do it the borrower must have a steam account. The host can then send the game to them.
But the borrower must fill out an authentication process that will confirm the consent of the host in this activity.

The steam family share then will let the borrower play the game from their account. It will save the progress separately, but the achievements will not be shared. As in, the borrower will not gain the Steam Achievements that the Host user achieved.

But here’s a catch – the host can only give their version of the game (with all is DLC) as something to share. The DLC Content in itself cannot be sent separately.
