In order to defeat Cliff in Pokémon Go in May 2021, you must first defeat his pokemon lineup.

Currently, he always uses Shadow Seedot as the main Pokémon. You can battle with one of these Pokémon at random:

First Pokémon: Shadow Seedot
Second Pokémon: Shadow Makuhita, Shadow Poliwrath, or Shadow Kingler
Third Pokémon: Shadow Sharpedo, Shadow Tyranitar, or Shadow Torterra
