In One Piece Chapter 1083 spoilers, Sabo reveals some interesting details. Amidst the chaos in Marie Jois, the Revolutionary Army has apparently fulfilled all of its goals in the chapter. As the final objective is completed, the Revolutionary Army declares war on the Celestial Dragons and the World Government.

During the Enies Lobby arc, Robin was captured by the Cipher Pol 9 under the orders of the World Government. Enraged by the unfair capture of one of his comrades, Luffy declared war on the World Government by burning down their flag.
